Regional Physical Framework Plan (RPFP)

The Central Visayas Region Physical Framework Plan, 2003-2030 has been designed as a regionwide land use, settlements and infrastructure plan.  It builds on the goals and objectives of prior planning efforts.

As a land use plan, it provides guidance to all decisions on resource and land uses so that these are put to the most beneficial use for the present and future generations of the population.  As a settlements plan, it indicates the direction and intensity of growth of the region, its provinces and sub-provincial areas so that these areas can be efficiently served by public services.  And as an infrastructure plan, it guides public and private investment for infrastructure improvements to ensure their optimum use.

Two major roles are thus ascribed to the RPFP.  The first concerns its function as provider of the graphic and spatial dimension of the socio-economic development plans.  The second function is as shaper of development.  The physical framework plans are intended not only to support the development plans and serve the socio-economic objectives, but also to provide the framework for, define the scope of and set the limit for development planning.

The Plan also advises local government units on the larger framework for the growth and development of the region, putting local planning initiatives and the local land use plans in a larger context.  It hopes to link the individual efforts of local government units to a regional perspective.
