NEDA Assistant Director General (ADG) Carlos Bernardo O. Abad Santos presented Ambisyon Natin 2040 at the special meeting of the Central Visayas Regional Development Council last 30 August 2016.
Ambisyon Natin 2040 is a vision of the Filipino family and of the Philippine society.
The vision is of a simple, comfortable, middle-class life enjoyed with family and friends in workplaces and homes set in vibrant and resilient comunities. On a country-level, the vision is for a middle-class, smart, and healthy, high-trust society.
The vision is based on the hopes and aspirations of a cross-section of societal groups across the country, gathered from the results of the 42 focused group discussions (FGDs) and 10,000 face-fo-face interviews organized by NEDA.
According to the ADG, the NEDA commissioned this study in 2015 to determine the common aspirations of the Filipino people. This was after noting an Asian Development Bank 2050 forecast report which did not show the Philippines to be among the Asia’s high-growth countries in terms of per capita income.
NEDA also wanted to have a Filipino family-derived vision that would be a unifying point for Filipinos, and a common reference point for the next administrations that would govern the country in the years leading to 2040. It is hoped that these administrations would build on each other’s achievements; provide continuity in development plans, policies, and programs; and progressively achieve high-growth and low-poverty rates by 2040.
NEDA, ADG Abad Santos said, estimated that the vision, if played out in the life of a family of four in 2040, will require a gross monthly family income of P120 thousand – equivalent to Malaysia’s per capita income of USD11 thousand in 2014, which is accompanied by a 0.6 percent poverty incidence.
In addition to the FGDs and a national survey, NEDA also commissioned experts to do thematic researches on policy implications and scenarios for Ambisyon Natin 2040. The studies reveal that with comprehensive economic and social policy support, the P120 thousand gross monthly income requirement needed for the envisioned family lifestyle can be reduced to P57 thousand.
NEDA has started building policy and program scenarios for each six-year planning period, covering among others, monetary and fiscal policy; regulatory, economic and social policy; education and health, peace and security. The FGDs and interviews showed that hunger, local employment, poverty, and corruption issues are the priority issues that need to be addressed by government.
The 2017-2022 scenario for the Philippine Development Plan includes the 10+0 economic agenda of of the Duterte administration.
The ADG invited RDC members to check the NEDA website for more details on Ambisyon Naitn 2040, which he said, will be officially launched on September 30, either in Davao or Cebu.
Meanwhile, RDC members who were present at the briefing, requested electronic copies of the ADG’s presentation, took phonecam shots of his presentation slides, and suggested that the Ambisyon Natin 2040 be cascaded down to the local level.
Earlier in the meeting, ADG Santos adminstered the oath of office to the newly-confirmed RDC-Private Sector Representatives (PSRs) for the 2016-2019 RDC term.
