CV-RDC endorses FY 2017 Budget Proposal of Regional Line Agencies and State Universities and Colleges

One of the highlights during the Joint Regional Development Council – Regional Peace and Order Council (RDC-RPOC) First Quarter Meeting on March 18, 2016 at Montebello Villa Hotel, Ceu City, is the RDC endorsement of the FY 2017 Budget Proposals of the Regional Line Agencies (RLAs) and State Universities and Colleges (SUCs). A total of 2,288 Programs, Activities and Projects (PAPs) with a total cost of PhP 116.35 Billion were proposed for inclusion in the respective Agency Central Offices budget of line agencies and SUCs. The breakdown by sector are as follows:

The Department of Interior and Local Government (DILG) proposed budget for 2017 is PhP 3.9 Billion, the largest amount among the development administration sector agencies while the Department of Environment and Natural Resources (DENR) has the largest proposed budget at PhP 771 million among the economic sector agencies . Out of the four agencies comprising the Infrastructure Development Committee (IDC), the Department of Public Works and Highways (DPWH) has the largest budget proposed for 2017 totalling PhP 66 Billion. Meanwhile, the Department of Education takes the lead among the social sector agencies with a proposed budget of PhP 21 Billion.

Prior to the regional budget review, Assistant Secretary Maxine Tanya M. Hamada of the Department of Budget and Management (DBM) discussed the salient points of National Budget Memorandum No. 125 or the 2017 National Budget Call. She also advocated the role of the RDC in the budget-downloading program of the national government.

One of the forms found in NBM 125 is the BP Form C which shall be accomplished by the Agency Central Offices (ACOs) in coordination with the Agency Regional Offices (AROs) to capture the inputs and recommendations of the RDC on the agency PAPs.

She expressed her appreciation of NEDA 7 RD Efren B. Carreon’s presentation depicting the comparative analysis of the RDC–endorsed PAPs vis-à-vis the amount included in the General Appropriations Act. The batting average in terms of the number of PAPs endorsed and its corresponding cost was reflected in RD Carreon’s presentation thereby giving a bird’s-eye view of the percentage of the amount included in the National Budget as compared to the amount proposed by the Regional Line Agencies (RLAs) and subsequently endorsed by the Regional Development Council (RDC).
