DSWD RCWC awards Seal of Child – Friendly Local Governance to Local Government Units in Region VII

The Regional Committee for the Welfare of Children held its performance review and work and financial planning cum orientation on the functionality indicators last January 27 to 29, 2016 at the Golden Prince Hotel, Cebu City. After the two – day workshop, conferment of the Seal of Child – Friendly Local Governance took place thereby awarding the outstanding local government unit in their efforts to promote and protect children’s rights to survival, development, protection and participation.

Through the Committee’s efforts to address children’s concerns, various government agencies, non – government organizations and local government units sent their representatives to report on their accomplishments of the 2015 programs, projects and activities for the betterment of the children. At the same time, DSWD also reported on their 2015 Catch – up Plan, CWC-initiated activities and their CY 2016 – 2017 Work and Financial Plan. In materializing the plans, the Committee passed two resolutions prepared by the National Economic and Development Authority Region VII, namely: A Resolution Approving the Renaming of Regional Sub – committee for the Welfare of Children (RSCWC) to Regional Committee for the Welfare of Children (RCWC), Expansion of Membership, Selection of Leadership and the Designation of Permanent and Alternate Focal Persons of Member – Agencies; and A Resolution Adopting the Regional Child Protection Working Group (RCPWG) as one of the Technical Working Groups of RCWC.

After the two – day workshop, the 3 – day activity culminated with the conferment and awarding of the Seal of Child – Friendly Local Governance (SCFLG). The event was graced by the Assistant Regional Director of the Department of Interior and Local Government – Region VII Elias F. Fernandez, Jr., CSEE who stated that SCFLG is only a part of a bigger award system – the Seal of Good Local Governance. He further stated that in Region VII, the number of SCFLG eligible municipalities and cities in each province are: Bohol – 46 out of 48, Cebu – 46 out of 53, Negros Oriental – 22 out of 25, and Siquijor – 4 out of 6. Hence, the eligible LGUs should extend their assistance so as to reach 100% eligibility for the whole region.

The highlight of such event is the awarding of cash prize to the 2014 awardees and the recognition of the outstanding LGUs for 2015. Each LGU – awardee gets PhP 50,000 which will then be used to further promote children’s rights. For the year 2014, the following LGUs were awarded:

1st class – 3rd class municipality: Talibon, Bohol

4th class – 6th class municipality: Balilihan, Bohol

Independent Component City: Canlaon, Negros Oriental

Highly – Urbanized City: Cebu City

For the year 2015, the list of winners is as follows:

1st class – 3rd class municipality: Talibon, Bohol

4th class – 6th class municipality: San Isidro, Bohol

Independent Component City: Canlaon, Negros Oriental

Highly – Urbanized City: Mandaue City
