RPMC Legal Mandate
The Regional Project Monitoring Committee (RPMC) gets its mandate from Executive Order No. 376, issued by then President Corazon C. Aquino on 02 November 1989, to wit:
"Establishing the Regional Project Monitoring and Evaluation System (RPMES), Setting Forth Its Objectives, Defining the Scope and Coverage, Requiring the Formulation of a Manual of Operations and for Other Similar Purposes"
In view of the implementation of the Local Government Code of 1991, there was a need to delineate and streamline the specific roles and responsibilities of and operating procedures to be observed by the Project Monitoring Committees at the regional, provincial and municipal levels, and expand the membership of the Project Monitoring Committees in the national, regional, provincial, city and municipal levels to promote greater non-government organization (NGO) participation in and transparency of government programs.
As such, E.O. 376 was amended through Executive Order No. 93, issued by President Aquino's successor, President Fidel V. Ramos on 01 June 1993, to wit: "Amending Executive Order No. 376 (Series of 1989) "Establishing the Regional Project Monitoring and Evaluation System (RPMES" and for Other Purposes"
