The development plans are plans prepared by the National Economic and Development Authority. The Regional Physical Framework Plan (RPFP) is document that guides planners  for  land use, settlements and infrastructure planning. On the other hand, the Medium-Term Regional Development Plan (MTRDP) is a document that lays out the program and strategies of the region to accomplish the goals and targets set by the President. The Updated Regional Development Plan is a 3-year slice of the MTPDP and it also updates the program and strategies of the MTRDP to better achieve the MTRDP's goals and targets.
