QRES 2007 1st Quarter Released
SUMMARY
The regional economy started the year 2007 on a high note with
preliminary indicators pointing to a better performance in the first
quarter of this year compared to the same period last year. Some of
the sectors or industries that did not perform very well in 2006,
such as agriculture and shipping, rebounded in the first quarter of
2007 to help boost the regional economy. Construction, tourism and
IT-enabled industries also continued their upward trend. The region's export industry, however, remained affected by the
continued strengthening of the peso.

RDC7 officials welcomed 40 Private Sector Representatives (PSRs) from 14 RDCs to the 1st National Convention of RDC-PSRs, held last 26-27 April 2007 at the Cebu Parklane International Hotel. The German Agency for Technical Cooperation (GTZ) through its Decentralization Program (DP) was the convention's major sponsor. The convention marked 20 years of private sector participation (PSP) in the RDCs. PSP was introduced into the RDC during the framing of the 1987 Constitution, and was amplified in various Executive Orders, most particularly EO 325, and NEDA Board Resolution No. 17 (s. of 1996).

Two Central Visayas Governors - Oriental Negros governor George P. Arnaiz and Bohol governor Erico B. Aumentado, - who have served as RDC7 chairmen were recognized for their exemplary governorship for 2006 bringing honor to Region 7 and to their respective provinces.

12 new private sector reps to RDC elected
Twelve private sector representatives (PSRs) to the RDC were elected during simultaneous elections held in Cebu, Tagbilaran, Dumaguete, and Larena, Siquijor last 31 May. The number of PSR seats for each province was based on the RDC's geographic allocation formula of 60% for population, 20% for land area, and 20% for equal sharing. Five PSRs were elected from Cebu, three each from Bohol and Oriental Negros, and one from Siquijor.

Last 30 March 2007, RDC7 approved the list of priority Programs, Activities, and Projects (PAPs) of the region for 2008 implementation, and requested government agencies to include these PAPs in their respective budget proposals for FY 2008.

Regional composite team to be formed to harmonize local planning processes
A regional composite team is set to be formed to ensure that the agencies in Central Visayas respond well to the challenge of harmonizing and interfacing development planning processes and procedures of LGUs and national agencies, as posed by the NEDA-DILG-DBM-DOF Joint Memorandum Circular No. 1 (JMC 1). The team will be initially composed of NEDA7, DILG7, DBM7 and DOF-BLGF7.

Last 4 June 2007, NEDA7 Regional Director Marlene CA P. Rodriguez convened key organizations concerned about Cebu water supply/quality issues to discuss the proposed creation of a Cebu Water Resources Management Authority (CWRMA) through presidential order. The discussions gravitated toward whether the main activities of the proposed CWRMA can already be done by the Cebu Provincial Water Resources Authority (CPWRA) which had been created by provincial ordinance in September 2006.
